中国科技特派员政策变迁的演化逻辑及其动力机制研究

摘要:

从公共政策的视角，将国家出台的科技特派员政策划分为逐步试点、示范推广、深入推进和全新发展四个阶段。研究发现，宏观和微观双动力及其相互作用是推动科技特派员制度变迁的根本原因，构建由科技特派员、农户、产业化主体等构成的利益共同体与农户增收之间因果关系链进而实现乡村振兴是科技特派员制度演化的最终目的。科技特派员制度已从专注技术推广的科技性政策演化为注重技术与市场有效对接的综合性制度安排，搭建科技特派员与产业化主体等资源融合的农业科技服务协同平台将成为科技特派员制度未来发展的重要方向。

Abstract:

From the perspective of public policy, the policies of science and technology correspondent system can be divided into four stages: gradual popularization stage, demonstration and extension stage, in-depth promotion stage, and new development stage. The results show that macro and micro dynamic forces and their interaction are the fundamental reasons to promote the institutional change of science and technology correspondent, and the final purpose is to produce a causal relationship chain for increasing farmers' income from the interest community of science and technology correspondents, farmers, and industrialization organizations and so on. That is all for rural revitalization in China. The science and technology correspondent system has evolved from a science and technology policy focusing on technology promotion to a comprehensive institutional arrangement focusing on the effective docking of technology and market. Building a professional science and technology service platform which can integrate the two types of resources of science and technology correspondents and industrialization organizations will be the future of science and technology correspondent system.
