Abstract:For Berlin, the scientific research capital of Germany, through the method of combining policy&mechanism interpretation and practical case analysis, the paper fully reflects the current scientific research innovation in Berlin from the aspects of resource endowment, achievements and advantages, science and technology innovation policies, co-innovation, and international scientific research cooperation. Berlin’s current technological innovation is manifested as an emphasis on cooperation, which is mainly reflected in three aspects: (1) cross-regional collaborative innovation under policy advocacy means that under the policy framework of the "Joint Innovation Strategy", Berlin and Brandenburg are jointly building industrial clusters to tap innovation potential, stimulate synergy, and enhance international competitiveness; (2) cooperation in the field of scientific research means that scientific research institutions and facilities actively construct or integrate into international scientific research networks to enhance their influence and voice on the international scientific research stage; (3) industry-university-research cooperation to efficiently promote the transformation of scientific research results through specialized departments. Berlin’s experience has brought useful inspiration for Shanghai to accelerate the construction of a global scientific and technological innovation center in the context of the integration of the Yangtze River Delta: to form a regional science and technology innovation linkage system led by core cities, improve the technology transfer and application conversion mechanisms, and build scientific influence and leadership through large scientific installations, etc..
