地方重大科技项目创新绩效影响因素分析研究

Research on Innovation Performance Factors of Regional Major Science and Technology Programs

摘要:

自2015年国家科技体制改革以来，为解决以往地方科技计划体系中存在的科技资源“碎片化”“重复资助”等问题，广东省等省市逐步开展科技计划体系改革，将以往的零散项目整合为以重大项目为主体的地方科技计划体系。针对改革后地方重大科技项目的创新绩效影响因素，本文基于模糊ANP分析法，结合专家咨询结果构建评价指标体系，采用标准度和三角模糊数法确定各级因素的重要性和关联度，从而得出各影响因素的重要性排序。最后以广东省为实例得出的结果表明，技术路线、实施计划、产业需求等因素对该地区科技项目成功绩效影响较大，符合广东省重点领域研发计划以解决产业核心技术瓶颈问题设立的战略定位，验证了本方法的科学性和合理性。

Abstract:

Since the reform of the national science and technology system, in order to solve the problems which fragmented and repetitive regional science and technology innovation (STI) program, Some provinces in China such as Guangdong have gradually carried out the reform of integrating the scattered projects into the major projects. With application of fuzzy methodology such as fuzzy AHP and triangular fuzzy numbers in this paper, a detailed index system of factors influencing innovation performance is developed and a quantitative evaluation method of innovation performance is figured out. Finally, the Major STI program of Guangdong province is taken as an example for illustration.
