区域视角下中小企业高质量专利产出的困境及变革路径 ——基于湖南省怀化市企业高质量专利申请实践

摘要:

为破解我国非发达地区中小企业高质量专利产出少的难题，通过对改革前后湖南省怀化市中小企业的专利申请情况进行实证研究，提出以“高校科研团队+政府部门+专利代理机构”模式帮助中小企业深挖关键技术、产出高质量专利。通过引入高校科研团队补齐中小企业的科技创新短板，能够帮助中小企业实现从产出专利到打造高价值专利，从引进高校科研人才到以此培育本土科技创新人才，从扶持中小企业专利申请到企业自主专利布局的三大转变，对助力我国新时期由专利大国向专利强国的转变具有重要的现实意义。

Abstract:

In order to solve the problem of low high-quality patent output of small and medium-sized enterprises in non-developed areas in China, Through empirical research on the patent applications of small and medium-sized enterprises in Huaihua City before and after the reform, it is proposed to use the model of“University scientific research team + government department + patent agency”to help small and medium-sized enterprises to dig in key technologies and produce high-quality patents. By introducing university scientific research teams to complement the shortcomings of small and medium-sized enterprises in technological innovation, it can help small and medium-sized enterprises realize the transition from producing patents to creating high-value patents, from introducing scientific research talents from universities to nurturing local scientific and technological innovation talents, and from supporting small and medium-sized enterprises in patent applications. The three major changes to the layout of independent patents by enterprises have important practical significance for helping my country to transform from a patent power to a patent power in the new era.
