郑洛新国家自主创新示范区创新绩效评价及提升路径

Innovation Performance Evaluation and Promotion Path of Zheng Luoxin National Independent Innovation Demonstration Zone

摘要:

为对郑洛新国家自主创新示范区创新绩效进行科学合理的评价，从创新转化效率和创新产出效益两方面构建评价指标体系，采用横向对比分析和动态变化分析相结合的方法对其创新绩效进行了综合评价。研究发现，自创区创新效率和效益不一定成正比。郑洛新在2013-2018年创新效率和效益整体呈上升态势，主要依赖于技术变动。但目前创新效率和效益水平都不高，与山东半岛、西安、长株潭自创区同处于“低效率-低效益”区间，位于全国下游水平，仍有较大发展潜力。分片区结果来看，郑州、新乡高新区创新效率得到较大提升，但在效益方面郑州高新区“一家独大”的现象比较严重。针对评价结果，提出了郑洛新自创区创新绩效提升的实现路径。

Abstract:

In order to make a scientific and reasonable evaluation on the innovation performance of Zhengluo New National Independent Innovation Demonstration Zone, an evaluation index system was constructed from two aspects of innovation transformation efficiency and innovation output benefit, and a comprehensive evaluation was made on its innovation performance by combining horizontal comparative analysis and dynamic change analysis. It is found that the innovation efficiency and benefit of the self-created area are not necessarily proportional. From 2013 to 2018, the overall innovation efficiency and benefits of Zheng Luoxin showed an upward trend, which mainly depended on technological changes. However, at present, the innovation efficiency and benefit level are not high, and the self-created zones of Shandong Peninsula, Xi 'an and Changzhutan are in the "low-efficiency - low-benefit" range and located in the lower reaches of the country, so they still have great development potential. As a result of zoning, the innovation efficiency of Zhengzhou hi-tech Industrial Development Zone and Xinxiang High-tech Industrial Development Zone has been greatly improved, but in terms of benefits, the phenomenon of "one is the biggest" in Zhengzhou hi-tech industrial Development Zone is quite serious. In view of the evaluation results, the paper puts forward the realization path of improving the innovation performance of Zhengluo new self-created zone.
