专利往往受企业战略行为的影响，但基于战略层面探讨专利战略对专利质量影响的研究甚少。本文以ICT行业为例，实证分析企业在不同规模下专利进攻战略和防御战略对专利质量的影响。研究发现:（1）对于大、小规模的企业，采取进攻战略会正向影响专利质量，采取防御战略则无影响；（2）对于中规模的企业，采取防御战略会负向影响专利质量，采取进攻战略则无影响。研究为不同规模的企业提升专利质量提供战略决策层面的理论依据。

Patent is often affected by the strategic behavior of enterprises, but there are few studies on the impact of patent strategy on patent quality based on the strategic level. This article takes the ICT industry as an example to empirically analyze the impact of patent offensive and defensive strategies on patent quality under different scales of enterprises. The study found that: (1) For large and small-scale enterprises, adopting offensive strategies will positively affect patent quality, while adopting defensive strategies has no effect; (2) For medium-sized enterprises, adopting defensive strategies will negatively affect patent quality, while adopting offensive strategy has no effect. The research provides theoretical basis for strategic decision-making level for enterprises of different sizes to improve patent quality.
