Abstract:Special economic zones are windows, vanguards and testing grounds for my country's reform, opening up and modernization. Shenzhen, Zhuhai, and Shantou have established special economic zones for 40 years. While achieving their own rapid development, they also have a radiating and leading role in surrounding cities. The technological innovation development of the special economic zone has gone through three stages of "accumulation of its own technological innovation, diffusion to surrounding cities, and diffusion to a larger scale", and the diffusion of technological innovation is mainly achieved through the joint construction of parks, industrial transfer, and enterprise migration. In the scope of Guangdong Province, this paper uses a spatial measurement model and finds that there are significant spatial spillover effects in various special economic zones in Guangdong Province. The innovation index of the special economic zones increases by 1%, which will drive the innovation index of other non-special economic zones in Guangdong to increase by 1.0229%. Finally, from the four aspects of scientific and technological innovation platform construction, scientific research management system reform, R&D funding input model and international scientific and technological cooperation, a policy path to better promote the technological innovation development of special economic zones is proposed.
