文章基于“三生”理念,从农业生产质量、农业生态质量和农民生活质量三方面出发,构建农业高质量发展的指标评价体系,并运用熵权TOPSIS法和核密度估计法对2008—2018年四川省21市州的农业高质量发展水平进行测度分析。研究发现:四川省农业高质量发展水平随时间推移有所提升,但整体水平不高且存在一定波动;各市州的农业高质量发展水平空间差异明显,五大经济区农业高质量发展水平存在显著差异,且区域差异逐渐扩大;农业发展质量较高地区集中分布在成都平原经济区附近。为实现整体农业高质量发展,四川省政府应在保持农业高质区持续发展的同时,兼顾农业低质区的发展,推进区域农业平衡发展。

Based on the concept of the production-living-ecology, this paper constructs the index evaluation system of agricultural high-quality development from three aspects: agricultural production quality, agricultural ecological quality and farmers" life quality. The paper also uses TOPSIS method and nuclear density estimation method to measure and analyze the agricultural high-quality development level of 21 cities and States in Sichuan Province from 2008 to 2018. The results show that the development level of high quality agriculture in Sichuan Province has been improved over time, but the overall level is not high and there is a certain fluctuation; the spatial difference of the high-quality development level of agriculture in each city and prefecture is obvious, and the high-quality development level of agriculture in the five economic regions is significantly different, and the regional differences gradually expand; the areas with high agricultural development quality are mainly distributed in the economic zone of Chengdu Plain Near. In order to achieve the overall high-quality agricultural development, Sichuan provincial government should keep the sustainable development of high-quality agricultural areas, and take into account the development of low-quality agricultural areas, and promote the balanced development of regional agriculture.
