评标策略影响着项目业主选择承包商，问卷调查表明，承包商的综合实力、资质等级、业绩和价格是影响招标评标的主要因素。低价中标方式不利于技术方案优化，对项目实施过程和纠纷解决的影响消极，对质量控制有负面影响，对进度控制缺乏动力。降低价格权重的综合评分法，有助于提升项目管理整体绩效。

Abstract:

Bid evaluation strategy affects the selection of contractors. The questionnaire survey shows that the comprehensive strength, qualification level, performance and price of the contractor are the main factors affecting the bidding evaluation. The low-price bidding is not conducive to the optimization of the technical scheme, it has a negative impact on the project implementation process, dispute resolution and the quality control. It also has a negative impact on the motivation for the progress control. The comprehensive scoring method is helpful to improve the overall performance of project management.
