全方位视角下基金项目成果应用贯通机制解析

Analysis of the Linkage Mechanism of the Fund Project Achievements from an All-round Perspective

摘要:

以国家自然科学基金联合基金项目为例，在全方位成果管理视角下分析成果应用贯通的环节、对象和利益相关者，探索建立包含成果需求谋划、成果产生、成果收集、成果统计与分析、成果挖掘、成果共享与传播、成果宣传展示与推介、成果转化与应用和成果评估与反馈等9个环节的成果应用贯通机制闭环，提出成果应用贯通机制的六大运行条件，包括以需求为导向的项目指南制定、多元集成和分类应用的成果数据管理、服务于应用贯通的成果识别与挖掘、强调政府引导的成果宣传展示与推介、“政产学研金介”协同的成果转化和服务于基金资助管理的多维度的成果评估，以满足社会公众、政府部门、科学界、企业和联合资助方不同贯通对象的贯通需求，并提出加强建立需求导向的项目形成机制、建设科学研究成果数据库和成果跟踪评估等对策建议。

Abstract:

Taking the National Natural Science Foundation of China(NSFC) Joint Fund project as an example, this study analyzes the links, objects and stakeholders of the linkage of fund project achievements from the perspective of all-round achievement management, and explores the establishment of an achievement linkage mechanism closure covering nine links, including results demand planning, achievements generation, achievements collection, achievements statistics and analysis, achievements mining, achievements sharing and dissemination, achievements publicity and presentation and promotion, achievements transformation and application, and achievements evaluation and feedback, puts forward six operating conditions of the achievement linkage mechanism to meet the needs of the public, government departments, scientific community, enterprises and joint funders of different interoperable objects, including demand-oriented project guide development, multi-integration and classification application of achievement data management, service application-oriented achievement identification and mining, emphasis on government-led results publicity, display and promotion, "political and academic research funding" collaborative achievements transformation and multi-dimensional achievement evaluation to serve the fund management. Finally, the paper makes some suggestions such as strengthening the mechanism of establishing demand-oriented project formation, building a database of scientific research achievements and tracking and evaluating achievements.
