Abstract:This paper measures the efficiency of Scientific and technological innovation(STI) in Guangdong Province from 2006 to 2019 by using the super-efficiency DEA model, and analyzes its temporal and spatial evolution characteristics, stages, development types and dynamic mechanisms. The results shows that the spatial-temporal evolution process of STI efficiency in Guangdong Province from 2006 to 2019 has the characteristics of overall forward, phased ups and downs, and alternating peaks and valleys. It can be divided into three stages, namely extensive development, transformation and upgrading, and sustainable development. The evolution types of technological innovation can be divided into three types: the stable, the rising, and the volatile. From the perspective of the driving factors of evolution, it can be divided into three power mechanisms: the resource-driven, the technology-driven, and the joint-drive of policy and technology. According to the analysis results, this paper proposed countermeasures and suggestions in terms of the layout of the scientific and technological innovation ecosystem of urban agglomerations, the diversification of scientific research resources, and the construction of a regional technological innovation governance system.
