高研发投入企业是一个区域或行业的“关键少数”创新主体,其持续创新发展对于区域创新体系或行业创新能力提升至关重要。本文以2017—2020连续四年入选欧盟产业研发投入记分牌的中国247 家高研发投入企业为研究对象,通过构建高研发投入企业评价指标体系、构建DEA-BCC模型对其运营效率进行测度和评价,并分别从区域和行业双重视角进行了分析。论文据此提出了相关启示建议,对促进高研发投入企业持续创新发展具有重要参考价值。

High R&D Investment Enterprises are the “key and few” innovation entities in a region or industry, and their continuous innovation and development are critical to the improvement of regional innovation systems or industrial innovation capabilities. This paper, by using China’s 247 high R&D investment enterprises selected in the EU Industrial R&D Investment Scoreboard for four consecutive years from 2017 to 2020 as the case, constructed an evaluation index system and a DEA-BCC model to measure the operation efficiency of high R&D investment enterprises, with a following analysis from both regional and industrial perspectives. This paper is ended by some suggestions, which can be referred to promote the continuous innovation and development for high R&D investment enterprises.
