国际创新评价指数比较分析及其对我国创新评价的启示

Comparative analysis of international innovation evaluation index and Its Enlightenment to China's innovation evaluation

摘要:

本文比较了国际上重要的5个创新评价指标体系，简要介绍了5个评价指标体系，围绕指数取值，从指数的数据来源、概念范围、统计单位、数据时限以及数据标准化处理方式五个方面对不同评价指标体系进行了详细分析，并在此基础上分析出了等权重设置对评价结果的负面影响、相对指标过多，偏好规模小的经济体等主要结论和观点，为优化我国创新评价提供了一些启示。

Abstract:

This paper compares the five important international innovation evaluation index systems, and briefly introduces the five evaluation index systems. Focusing on the index value, this paper makes a detailed analysis of the different evaluation index systems from five aspects: the data source, the concept range, the statistical unit, the data time limit and the data standardized processing method, On this basis, it analyzes the negative impact of equal weight setting on the evaluation results, too many relative indicators, preference for small economies and other main conclusions and views, which provides some enlightenment for optimizing China's innovation evaluation.
