Abstract:The National Ecological Civilization Pilot Zone is an important national strategy in the field of ecological civilization in China. In 2018, Hainan province became another pilot area following Fujian, Jiangxi and Guizhou province with a mission to explore marine ecological protection. At the background of National Ecological Civilization Pilot Zone and Free Trade Port, Hainan has designed and implemented a series of policy and practice exploration on Blue Carbon. However, researches on the value, theory and suggestion of Blue Carbon are still relatively insufficient, and the system planning, professional talents, scientific research platform, special funds and other aspects are relatively scarce. Therefore, this paper combs the strategic value and significance of Blue Carbon from the perspective of ecological protection, economic development and regional cooperation. This paper also analyzes the Blue Carbon from the perspective of politics, economics and management, using theories of Public Goods, Externality and Collaborative Governance, which broadens the theoretical vision, deepens the analysis depth and improves the research efficiency. Finally, based on the theories above, the paper puts forward corresponding suggestions on ecological protection, economic development and regional cooperation of Blue Carbon in Hainan province.
