国家生态文明试验区背景下海南蓝碳开发的理论分析与路径建议

Theory and Suggestion on the Blue Carbon in Hainan Province at the Background of National Ecological Civilization Pilot Zone

摘要:

国家生态文明试验区是我国生态文明领域重要的国家战略。2018年海南成为继福建、江西、贵州之后又一试点地区，被赋予探索海洋生态保护体制机制的任务。在建设国家生态文明试验区和自由贸易港的背景下，海南围绕蓝碳开发进行了一系列的政策与实践探索。但是，对蓝碳开发价值、开发理论与开发对策的研究仍相对不足。因此，本文梳理了蓝碳在生态保护、经济发展、地区合作等方面的战略价值与重要意义，创新性地从政治学、经济学和管理学等跨学科视角，运用公共物品、外部性、协同治理等理论对蓝碳开发进行理论分析和探讨，拓宽了蓝碳研究的理论视野、加深了研究的分析深度、提升了研究理论联系实际的关联度。最后，基于公共物品、外部性、协同治理等理论分别从生态保护、经济发展、地区合作等角度有针对性地提出了蓝碳开发对策建议。

Abstract:

The National Ecological Civilization Pilot Zone is an important national strategy in the field of ecological civilization in China. In 2018, Hainan province became another pilot area following Fujian, Jiangxi and Guizhou province with a mission to explore marine ecological protection. At the background of National Ecological Civilization Pilot Zone and Free Trade Port, Hainan has designed and implemented a series of policy and practice exploration on Blue Carbon. However, researches on the value, theory and suggestion of Blue Carbon are still relatively insufficient, and the system planning, professional talents, scientific research platform, special funds and other aspects are relatively scarce. Therefore, this paper combs the strategic value and significance of Blue Carbon from the perspective of ecological protection, economic development and regional cooperation. This paper also analyzes the Blue Carbon from the perspective of politics, economics and management, using theories of Public Goods, Externality and Collaborative Governance, which broadens the theoretical vision, deepens the analysis depth and improves the research efficiency. Finally, based on the theories above, the paper puts forward corresponding suggestions on ecological protection, economic development and regional cooperation of Blue Carbon in Hainan province.
