运用SBM模型对2015—2018年中国30个省市科技金融效率进行测算,并建立Tobit模型对其影响因素进行分析。研究结果表明:剔除环境因素后大多数地区的科技金融效率下降,并且区域间的差距较大。科技拨款占财政支出比重、数字化程度指数、高技术企业利润额、高技术产业新产品开发项目数对科技金融效率具有显著的正向作用;地方金融机构不良贷款率对科技金融效率具有显著的负向作用。依据结论提出加大对科技金融的支持力度、数字经济合理配置科技金融资源、数字经济创新人才引进模式、优化风险规避方式、推动高技术产业高质量发展等政策建议。

Based on the SBM model ,this paper mearsures the efficiency of sci-tech finance in 30 districts in China from 2015 to 2018, and the Tobit model was established to analyze the influencing factors. The results show that the efficiency of sci-tech finance in most regions decreases after the elimination of environmental factors, and the gap between regions is large. The proportion of sci-tech allocation in fiscal expenditure, the index of digitization degree, the profit of high-tech enterprises and the number of new product development projects in high-tech industries have significant positive effects on the efficiency of sci-tech finance. The non-performing loan ratio of local financial institutions has a significant negative effect on the efficiency of sci-tech finance. According to the conclusion, this paper puts forward policy recommendations such as strengthening the government's support for sci-tech finance, rationally allocating sci-tech financial sources and introducing innovative talents in digital economy, optimizing the way of risk avoidance, and promoting the high-quality development of high-tech industry.
