    研究碳交易政策对钢铁行业碳排放效率的影响,对于促进钢铁行业绿色低碳发展以及全国碳交易市场的建设和完善具有重要意义。基于非期望产出的SBM模型测算钢铁行业碳排放效率,然后运用双重差分方法探讨碳交易政策对钢铁行业碳排放效率的影响,并分别考察了地区异质性和影响机制。结果表明,碳交易政策对钢铁行业碳减排具有显著且持续的促进作用,使得试点地区效率值平均提升12.6%。但这种作用具有地区异质性,东西部地区较为显著,中部地区则不明显。碳交易政策可以通过促进技术创新、降低能源强度、调整能源结构来提高钢铁行业碳排放效率。

    Abstract:

    Research on the impact of carbon trading policy on carbon emission efficiency of China’s steel industry is conducive to the green and low-carbon development of steel industry as well as the construction and improvement of the national carbon trading market. Undesirable-SBM model is used to measure carbon emission efficiency of steel industry. Then, difference-in-differences method is employed to investigate the impact of carbon trading policy on carbon emission efficiency of steel industry. Regional heterogeneity and influencing mechanism are investigated respectively. The results show that: carbon trading policy has a significant and continuous promoting effect on carbon emission reduction in the steel industry, increasing the efficiency value of the pilot areas by 12.6% on average. However, regional heterogeneity exists, with significant effects in the eastern and western regions, but not obvious in the central region. Carbon trading policy can improve the carbon emission efficiency of steel industry by promoting technological innovation, reducing energy intensity and adjusting energy structure.
