基于文本挖掘的中小企业知识产权政策研究——来自中央层面的数据

摘要:

为了解知识产权政策在中小企业知识产权战略推进工程中的实施情况,基于文本挖掘技术对我国2 009-2 020年中央政府层面的中小企业知识产权政策进行分析。首先采用数理统计法和社会网络分析法从宏观角度对政策发文量、发文部门进行梳理分析,其次引入Textrank算法构建政策主题词库,结合Ucinet6.0工具进行政策主题和措施分析。研究发现,目前我国中小企业知识产权政策针对性需提升、政策合力不够、配套细则有待完善、政策措施配置不均衡等问题,并提出相应建议。

Abstract:

In order to understand the implementation of intellectual property policy in the intellectual property strategy promotion project of small and medium-sized enterprises, this paper analyzes the intellectual property policy of small and medium-sized enterprises at the central government level from 2 009 to 2 020 based on text mining technology. Firstly, this paper uses mathematical statistics and social network analysis to sort out and analyze the quantity and departments of policy papers from a macro perspective. Secondly, it introduces textrank algorithm to build a policy thesaurus, and combines ucinet6.0 tool to analyze policy topics and measures. The study found that the current intellectual property policy of SMEs in China needs to improve the pertinence, the policy force is not enough, the supporting rules need to be improved, and the allocation of policy measures is not balanced.
