Abstract:Abstract: Aiming at the problems of “suspended” and “hollowed” intellectual property governance of China’s innovation community, this paper discusses the layout of the intellectual property governance structure of heterogeneous subjects in the intellectual property governance of innovation community and the rational distribution of interests of all parties, and provide solutions to the dual challenges of intellectual property control and openness in cooperative innovation and the improvement of the governance efficiency of aggregated subject intellectual property. Based on the holistic governance theory, an “objective-structure-action” analysis framework is constructed to set functional goals, configure power structure and plan action ways for intellectual property cluster management in the innovation community and clarify the embedded way of intellectual property cluster management. The analysis shows that the intellectual property cluster management of the innovation community can use the “one-body and two-wing” management structure layout, focus on the mechanism construction and specific goal setting of “cooperation-sharing” (promoting knowledge flow) and “trust-control” (strengthening organizational resilience). Different components of the community take different action plans based on their own functional divisions to jointly serve the realization of the overall goal.
