Abstract:High-tech competition is a new feature of this era, Sino-Japanese scientific and technological innovation cooperation is facing the impact of "three variations"--the development momentum of China's technological innovation has surpassed Japan, the intensified technological game between China and the United States, and the complex impact of COVID-19. How to stabilize and strengthen scientific and technological cooperation with Japan in the complex international situation has been widely concerned. By systematically combing the development process of Sino-Japanese scientific and technological cooperation, and focusing on the current situation of bilateral scientific and technological exchanges under the background of "three changes", this paper discusses the new changes of Sino- Japanese scientific and technological cooperation from the perspectives of official cooperation and non-governmental cooperation, scientific research cooperation and technical cooperation. In this context, although Sino-Japanese scientific and technological innovation cooperation is basically developing steadily, Sino-Japanese scientific and technological innovation cooperation has entered a new adjustment period and has new trends, the "political color" is more obvious, and there still remain many problems. In view of this, it is necessary to enhance governmental exchange, focus on non-governmental scientific and technological cooperation, and strive to resolve differences and conflicts.
