补贴孵化器还是补贴在孵企业——政府补贴对科技企业孵化器绩效影响的实证研究

Subsidize incubators or incubating companies——An empirical study on the impact of government subsidies on the performance of technology business incubators

摘要:

我国各级政府为了促进中小型科技企业发展,会对孵化器及其在孵企业进行补贴。但对于“补贴孵化器还是补贴在孵企业更能促进孵化器绩效”这一问题,有待进一步探讨。因此,本文以2017年广东省781家科技企业孵化器为研究样本,使用倾向得分匹配(PSM)方法探讨了不同类型政府补贴及其组合对孵化器绩效的影响。研究结果显示：(1)仅补贴在孵企业对孵化器综合绩效的影响不显著；(2)仅补贴孵化器或者同时补贴孵化器及其在孵企业对孵化器综合绩效均有显著促进作用；(3)同时补贴孵化器及其在孵企业对孵化器综合绩效的促进作用更强；(4)针对不同主体的政府补贴政策影响孵化器综合绩效的具体维度具有异质性。本文的研究发现丰富了孵化器领域政府补贴政策效应的相关研究,对政府完善孵化器资助政策也提供了理论依据和决策支持。

Abstract:

In order to promote the development of small and medium-sized technological enterprises, governments will subsidize incubators and their incubating enterprises. However, the question of whether subsidizing incubators or subsidizing incubating enterprises can better promote the performance of incubators needs to be further explored. This paper uses 781 technology business incubators in Guangdong Province in 2017 as our research sample, and uses the propensity score matching (PSM) method to explore the impact of different types of government subsidies and their combinations on the performance of incubators. Our results show that: (1) Only subsidizing incubating companies has no significant impact on the overall performance of incubators; (2) Subsidizing incubators only or subsidizing both incubators and incubating companies have a significant role in promoting the overall performance of incubators; (3) Subsidized both incubators and incubating companies have a stronger effect in promoting the comprehensive performance of incubators; (4) The specific dimensions of government subsidy policies for different subjects that affect the comprehensive performance of incubators are heterogeneous. The findings of this paper enrich the related research on the effects of government subsidy policies in the field of incubators, and also provide theoretical basis and decision support for the government to improve the incubator funding policies.
