    摘要:

    系统研究国际上工程师多边互认体系,以促进我国工程师国际流动、人才强国战略实施。采用对比研究与定性分析相结合的方法,对《东盟工程服务互认协议》《亚太工程师协议》和《欧洲工程师认证体系》作内容和特点对比分析,总结工程师多边互认体系旨在构建一致的评价标准和质量保障体系、大多由非官方工程机构加入和达成多边互认后仍需推进双边互认等三大特点,分析指出制约我国工程师国际流动的两大因素:与国际相关制度不能衔接、互认难以落地,提出构建与国际接轨的注册工程师制度、推动加入工程师多边互认体系等对策性建议。

    Abstract:

    Systematically study the international multilateral mutual recognition system of engineers in order to promote the international flow of Chinese engineers and the implementation of the talents strategy for powerful nation. By adopting the method of comparative research and qualitative analysis, this paper makes a comparative analysis on the contents and characteristics of ASEAN Mutual Recognition Arrangement on Engineering Services, APEC Engineer Agreement, EUR-ING. Summarizing the three major characteristics of the multilateral mutual recognition system of engineers, which aims to build a consistent evaluation standard and quality assurance system, which is mostly joined by unofficial engineering institutions, and still needs to promote bilateral mutual recognition after reaching multilateral mutual recognition. Analyzing and points out the two major factors restricting the international flow of engineers in China: they cannot connect with the relevant international systems, and mutual recognition is difficult to land. Putting forward some countermeasures and suggestions, such as building a registered engineer system in line with international standards, promoting to join the multilateral mutual recognition system of engineers and so on.
