天津现代农业产业技术体系创新团队建设探讨[*]

Discussion on Construction of Tianjin’s Innovation Teams of Modern Agricultural Industrial Technology System

摘要:

天津于2017年年初启动现代农业产业技术体系创新团队（以下简称“天津创新团队”）建设工作，为精准把握其发展现状和存在的问题，以团队首席专家、岗位专家、综合试验站推广人员及其组成的创新团队整体为对象，从整体全局性层面考察分析其建设进展和运行发展状况。结果表明，天津创新团队尽管在科技研发、成果应用等方面运行能力稳步提升，但与团队设定目标和农业发展的科技需求相比仍存在基础关键技术待突破、指导培训针对性待提升、技术集成转化应用待加强、科研资金监管过于僵化、组织结构建设需优化、考核指标设计运行需完善等诸多问题。为此，提出天津创新团队自身应通过增强科研创新实力、开展更多有针对性的技术指导培训、持续加快科技成果转化应用、进一步优化创新团队组织结构等措施促进运行能力更大提升，政府部门则通过加大资金投入和使用监管力度、规范绩效指标考核、推动京津冀农业科技合作、加快配套体制机制改革等措施助推天津创新团队运行能力提升。

Abstract:

In early 2017, Tianjin started the construction of innovation teams of modern agricultural industrial technology system. The progress and outstanding problems of innovation teams in the past few years are discussed as a whole. The results show that although Tianjin’s innovation teams have steadily improved their operational capabilities in terms of technical research and development, application of achievements, etc. , compared with the goals set by innovation teams and the technical needs of industrial development, there are still basic key technologies that need to be broken through, guidance and training needs to be improved, technology integration and application need to be strengthened, scientific research funding supervision is too rigid, the organizational structure of innovation teams need to be optimized, the design and operation of assessment indicators need to be improved. In this regard, Tianjin’s innovation teams should enhance their operational capabilities by enhancing scientific research and innovation strength, conducting more targeted technical guidance and training, continuously accelerating the transformation and application of scientific and technological achievements, and further optimizing the organizational structure of innovation teams. Government departments should boost the operational capabilities of Tianjin's innovation teams by increasing capital investment and use supervision, standardizing performance index assessment, promoting agricultural science and technology cooperation between Beijing-Tianjin-Hebei innovation teams, and accelerating the reform of supporting systems and mechanisms.
