Abstract:The coordination between innovation policy and innovation level is of great significance to promote the development of China"s innovation cause. This article uses the high-tech industry as an example to measure the scale efficiency and pure technology efficiency of 30 provinces, municipalities, and autonomous regions in the country from 2009 to 2017 through the DEA model to reflect the innovation policies and levels of innovation. On this basis, the paper calculate the gap between the innovation policy and the level of innovation through the Gini coefficient; secondly, measure the degree of interaction between the innovation policy and the level of innovation by measuring the coupling degree, and calculate the coupling coordination degree to explain the coordination between them; Finally, from the perspective of spatial evolution, explain the coordination between pure technical efficiency and scale efficiency by calculating the gravity center and shift consistency of gravity center of them. The study found that: the low level of innovation is a key factor restricting the improvement of innovation efficiency; the gap between innovation levels and innovation policies in various regions has gradually narrowed; the coordination between innovation policies and innovation levels needs to be developed; the coupling coordination degree between innovation policies and innovation levels is generally good, but the shortcomings of different regions are different; the increase in the degree of coordination between innovation policies and levels can promote the improvement of innovation efficiency; the degree of spatial coordination between innovation policies and levels is gradually increasing.
