Abstract:The management of intellectual property development of major national science and technology projects is an important way to increase the number of independent intellectual property, but in the implementation process of major projects, intellectual property management is relatively subjective and less normative. In view of this phenomenon, based on the analysis of the intellectual property development process of major special projects, this paper explores the evaluation index system of the intellectual property development management of major national science and technology special projects. Firstly, the concept of major special intellectual property development management is defined. Secondly, based on the analysis of the work tasks in the stage of project initiation, implementation, acceptance and post-evaluation of major scientific research projects, the evaluation index system of intellectual property development management of major special projects is designed based on previous studies. Taking a satellite model project as an example, the whole process management process of intellectual property rights of the satellite model was analyzed. Combined with MATLAB and SPSS data analysis software, the root method of group decision equation and Pearson correlation test were used to screen the key indicators, and the evaluation index system of the whole process management of intellectual property rights of the satellite model was constructed. It is hoped that this method can provide reference for the construction of evaluation index system of intellectual property development management of other major special projects. Meanwhile, this study also has important guiding significance for standardizing the intellectual property management of major scientific research projects.
