Abstract:Based on the analysis of 380 science and technology talent policy from 1978 to 2020 and 276 questionnaires of science and technology talent in Shanghai, using the framework of target-tool-object, this paper evaluates the effects of Shanghai"s science and technology talent policy from two perspectives, namely, policy supply and talent demand. The results show that, despite the frequent issue of policies on science and technology talents in Shanghai, the matching effect between policy supply and talent demand is not satisfactory. Insufficient attention is paid to the objectives of talent flow, exchange and evaluation; Lack of demand-based tools, information support and housing security policies; Support to technical talents, researchers and young talents is insufficient, and policies attach too much importance to foreign talents while neglecting the cultivation and encouragement of local talents. Based on the above differences between supply and demand, this paper put forward targeted policy recommendations.
