Abstract:Based on the changes in China's basic research policy objectives since the founding of China, this thesis divides the development process of China's basic research policy into three stages: breakthroughs in key projects, aiming at national goals, and original innovation capabilities improvement. Using the analysis framework of the Multiple-streams Theory, it explains how China's basic research policy has achieved three target changes. The conclusion shows that the development and change of the problem source is the pulling force for the change of China's basic research policy goals, the interaction of the policy sources is the driving force for the change of China's basic research policy goals, and the change of the political source leads the direction of the change of basic research policy goals. The three jointly promote the changes in China's basic research policy goals.
