Abstract:In recent years, there is a wide gap between the economic development levels of different regions in Anhui Province, which is closely related to the unbalanced development of its science and technology innovation capacity. By constructing an evaluation index system in terms of innovation environment, input, output, efficiency and performance, this paper uses the AHP- EWM method to comprehensively evaluate the inter-regional science and technology innovation capacity development level and its variability. The results show that there are great differences in the inter-regional science and technology innovation capabilities in Anhui Province, but the regions with similar resource endowments show a certain degree of similarity; the radiation ability of the regions with higher science and technology innovation levels is still weak to the surrounding areas; the overall ranking of science and technology innovation capabilities in some regions does not match with their segmentation rankings; the basic service facilities are an important factor in attracting science and technology innovation talents; Hefei, Wuhu, Chuzhou and Maanshan contribute the most to the science and technology innovation achievements in Anhui Province. Based on the above results, Anhui Province should establish a platform for cooperation and exchange, whose science and technology innovation resources should be jointly built and shared by all regions. Anhui Province also needs to establish a comprehensive evaluation mechanism for the efficiency of science and technology innovation. In addition,Anhui Province should implement the strategy of attracting and nurturing scientific and creative talents from three aspects . These measures can be used to address the problem of low output results of science and technology innovation and unbalanced development between regions, thus promoting high-quality and coordinated economic development in each region.
