建设我国医学科技创新体系是提升医学科技创新绩效、促成良性创新生态,有效支撑保障人民健康、提升医药产业竞争力的重要路径。当前,我国医学科技创新体系从提出到逐步发展,亟需通过理论研究来支撑其建设的进一步推进。本研究探索在创新系统理论基础上,基于国家创新体系总体框架,围绕医学科技行业特征,提出包括核心主体层、发展条件层和系统目标层3层级的医学科技创新体系框架结构,并从创新主体簇、创新体系功能、创新体系动力要素、创新体系环境4方面对其内涵进行了分析,为我国医学科技创新体系的进一步完善建设提供理论参考。

The construction of national medical S&T (science and technology) innovation system in China is the important pathway to improve the innovation performance, to promote the formation of innovation ecosystem, and ultimately support the improvement of people’s health status and the competitiveness of the pharmaceutical industry. Presently, the national medical S&T innovation system has been proposed and need further being constructed by theoretical promotion. Based on the theory of innovation system, the framework of national innovation system in China and the sect-oral characteristics of medicine, this study proposed the structural framework of national medical S&T innovation system, which includes three layers, i.e., the layer of innovation actors, of the development conditions and of the system targets. Besides, we investigate and elaborate the corresponding innovation actors, the function of innovation system, the driving factors and the ecosystem environment, which may provide the theoretical support for further construction of national medical S&T innovation system in China.
