论农业知识产权绿色发展的政策过程及导向

Research on the policy process and orientation of the green development of agricultural intellectual property rights

摘要:

在绿色发展理念指引下,农业知识产权政策既要致力于提升农业知识产权创造、运用、保护、管理、服务能力,同时又要将绿色发展理念贯穿于政策制定、执行、评估、反馈、修订全过程。本文,首先对政策过程理论以及国内外农业知识产权发展相关文献进行分析,其次对农业政策进行评述,对其运行过程进行解析,最后结合上述分析研究农业知识产权绿色发展政策导向,提出了在“前、中、后”三段嵌入“绿色创新”、“绿色审查”和“绿色推广”的农业知识产权政策发展思路。

Abstract:

Under the guidance of the concept of green development, agricultural intellectual property policy should not only strive to improve the ability of creation, application, protection, management and service of agricultural intellectual property rights, but also put the concept of green development throughout the entire process of policy formulation, implementation, evaluation, feedback, and revision. In this paper, firstly, the theory of policy process and the literature related to the development of agricultural intellectual property at home and abroad are analyzed, and then the policy of agricultural intellectual property is reviewed, with its operation process being analyzed. In the end, combined with the above analysis, the policy orientation of green development of agricultural intellectual property is studied and the development idea of agricultural intellectual property policy is put forward which embeds "green innovation", "green examination" and "green promotion" in the three phases of "front, middle and back"
