Abstract:It is an essential reform to decentralize the right to use, dispose of and benefit from scientific and technological achievements in research institutes, which aims to promote the performance of patent technology transfer. Based on the synthetic control method, this paper uses the panel data of 56 research institutes from 2009 to 2018 to study the impact of reforms. The study find that: (1) the reform has a significant positive impact on the number and income of research institutes patent transfer; (2) during the pilot period, the reform has increased the number of patent sales of the pilot institutes more than that of the synthetic control institutes 20 items with an increase rate of 67%, and patent sales revenue increased by nearly 80 million yuan with an increase rate of 93%. The con-clusions can provide reference for further reform of " decentralization of three-rights ".
