美国公共安全挑战赛对加速我国应急救援科技创新能力的启示

The Enlightenment of the American Public Safety Challenge to Accelerate the China’s Scientific and Technological Innovation Capability in Emergency Rescue

摘要:

国家先进技术创新应用顺畅与否关乎一国科技发展命脉，依托公共安全创新挑战赛，引领公共安全应急救援技术创新、发展与应用，是美国促进国家创新突破、增强社会创新能力，实现国家公共安全应急救援先进适用技术突破的重要渠道。通过对美国公共安全通信研究实验室（PSCR）公共安全创新挑战赛发展历程、重点领域、竞赛模式进行分析，得出PSCR挑战赛目标明确、紧跟发展、赛制透明、产权明晰等特点突出。针对我国应急救援体系、技术装备、产业发展现状与不足，从政府引导、成果转化、赛制转型、演练试点等角度出发，提出新时代下中国围绕创新挑战赛推动公共安全应急救援先进技术创新能力提升的建议，以期为我国今后相关领域的研究者提供最新思路。

Abstract:

The smooth application of national advanced technology innovation is related to the lifeblood of a country's scientific and technological development. Relying on the Public Security Innovation Challenge, leading the innovation, development and application of public security emergency rescue is an important channel for the United States to promote national innovations, enhance social innovation ability, and realize the advanced applicable technology breakthrough of national public security emergency rescue. Through the analysis of the development history, key areas and competition mode of the Public Safety Innovation Challenge of the American Public Safety Communication Research Laboratory (PSCR), it is concluded that the PSCR Challenge has features like clear objectives, keeping up with development, transparency of the competition system and clear property rights. In view of the current situation and deficiency of China's emergency rescue system, technical equipment and industrial development, from the point of view of government guidance, results transformation, race system transformation, exercise pilot, etc., this paper puts forward some suggestions for promoting the innovation ability of advanced technology of public security emergency rescue around the Innovation Challenge in China in the new era, with a view to providing the latest ideas for researchers in relevant fields in China.
