Abstract:A comprehensive review of relevant domestic and international studies has found that the new-type university affiliated think tanks is s uniquely advantageous component of China’s think tank system, and has the functional characteristics of providing supports for government decision-making and policy-making in accordance with local conditions. Based on the domestic and international think tank theories, the definition of the connotation of the new-type university affiliated think tanks is defined, and the three-level management system and specific contents are analyzed theoretically based on the analysis of its constituent elements, which makes the importance of management work of the new-type university affiliated think tanks prominent. From a historical point of view, this research comprehensively analyzes the management experience of university affiliated think tanks in the western countries, receiving useful experiences including internal autonomous management, clear management mechanisms, and multiple financing channels. In this way, a comparative research that make an overall view of the historical process of Chinese new-type university affiliated think tanks’ management is promoting. Finally, an objective and empirical analysis of the management of new-type university affiliated think tanks in China is carried out based on a case study, which indicates obvious contradictions such as loose organization, low efficiency and complex procedures. Accordingly, this paper also proposes specific strategies including establishing management system, optimizing management atmosphere, promoting bilateral communication, and cultivating management talents.
