Abstract:The dilemma of scale, marketization and sustainable development of science and technology service organization is constrained by its system. The existing theories lack explanation on how institutional complexity affects the service innovation. From the perspective of organizational institutional theory and the investigation of typical organizations, it studies the institutional system characteristics and its influence of science and technology service organizations. The results show that the dual dominant logics of government and market provide the basis and principle of organizational service innovation, and penetrate into the organizational field. The different service types show the function form and conflict intensity of dual logics differentiation. The four typical service products and modes are incorporated into a two-dimensional theoretical model of organizational response to institutional system, which can effectively explain the current situation of science and technology service organization and its service innovation. The relevant conclusions suggest that the scientific and technological service organizations should establish the thinking of institutional complexity and build the competitive strategy of enterprises, and the scientific and technological service policies should also face the improvement of organizational efficiency and service ability.
