Abstract:The level of standardization can reflect the overall technology absorptive capacity of a provincial region. Using China’s provincial panel data from 2002 to 2018, this paper constructs provincial absorptive capacity index based on the standardization level at the provincial level together with innovation input factors and output indicators and establishes spatial panel model on the basis of Griliches-Jaffe knowledge production function and Romer-Jones knowledge production function. It establishes spatial weight matrix of geographical distance, R D capacity distance, technological capacity distance and absorptive capacity distance, empirically analyzes direct and spillover effects of provincial regional innovation input. The empirical results show that the innovation output from the input of R&D capital and R&D personnel at the provincial level in China has a positive spatial correlation; standardization ability can promote the innovation output of the provincial region, but it will inhibit the innovation output of other regions. Therefore, this paper puts forward some policy suggestions. The overall improvement of China's innovation can be promoted by increasing the investment of R&D capital, R&D personnel and knowledge stock. The coordinated development at the provincial level can be promoted by establishing a mechanism conducive to the flow of innovation factors. Differences in R&D capacities, technological capacities and absorptive capacities of different regions should be fully taken into account and differentiated measures should be implemented.
