Abstract:On the basis of defining the connotation of service innovation of science and technology service enterprises, this paper constructs an evaluation index system of service innovation effectiveness of Chinese science and technology service enterprises from the perspective of network relationship dimension, resource allocation dimension and information transmission dimension. Entropy weight method is adopted as the evaluation method. This paper measures the "three-dimensional" development degree and inter-provincial differences of China"s science and technology service industry from 2010 to 2019, and further analyzes the factors affecting the "three-dimensional" development of science and technology service enterprises from the perspectives of internal factors and external factors. The results show that :(1) The three dimensions of science and technology service industry in China have maintained a coordinated and parallel development level, but there are still problems of unbalanced development and low development quality in the "three dimensions"; (2) There are obvious regional differences in the "three-dimensional" development of science and technology service industry in China, which is generally reflected in the development trend of the eastern region better than the central and western regions; (3) Enterprise scale, enterprise digitization level, economic development level and government financial expenditure play a significant role in the "three-dimensional" parallel development of s T service industry, and there are regional heterogeneity and property right heterogeneity. This paper enriches relevant researches on the effectiveness of service innovation by constructing comprehensive evaluation indexes, and provides theoretical basis and decision-making reference for science and technology service enterprises to improve their innovation ability and the government to make innovation policies.
