城市群型自主创新示范区创新一体化路径研究 ——以苏南国家自主创新示范区为例

Study on the Innovation Integration Path of City Cluster Type Independent Innovation Demonstration Zone —Taking Sunan National Innovation Park as an example

创新一体化是城市群型自主创新示范区建设的重要使命。以苏南国家自主创新示范区为例，从空间、主体、客体、环境、成果等五个维度对区域创新一体化内涵进行研究性界定，对标先于其建设的4个自创区，分别从苏南自身一体化工作推进和创新绩效横向对比两个角度分析其创新一体化的优势与短板。结果表明，由省级层面自上而下推进的创新一体化工作取得了一定成效，但是由于各城市和高新区参与度不高，即使整合了9个国家高新园区资源，苏南的创新发展绩效仍较中关村等自创区存在较大差距。据此，得到共谋一体化创新空间布局、合力提升主体创新能级、协作集聚创新资源要素、共塑开放融合的双创生态环境、共研共享共用区域科技成果等启示。

Abstract:

Innovation integration is an important mission for the construction of city cluster type independent innovation demonstration zone. Taking Sunan National Innovation Park as an example, this study defines the connotation of regional innovation integration in five dimensions, such as space, subject, object, environment and results, and analyzes the advantages and shortcomings of its innovation integration from two perspectives, namely, the promotion of Sunan’s own integration work and the horizontal comparison of innovation performance, by benchmarking with the four independent innovation demonstration zones built before it. The results show that the innovation integration work promoted from the top down at the provincial level has achieved certain results, but due to the low participation of cities and high-tech zones, the innovation development performance of Southern Jiangsu still has a large gap compared with the independent innovation demonstration zones such as Zhongguancun, even though the resources of the nine national high-tech parks have been integrated. Accordingly, insights are obtained from the joint planning of integrated innovation space layout, joint efforts to enhance the main innovation capacity,joint concentration of innovation resources and elements, joint shaping of open and integrated dual-innovation ecological environment, and joint research and sharing of regional scientific and technological achievements.
