为科学有效监测广东创新型省份建设的成效和不足,借鉴国内外创新监测研究成果,立足广东科技创新新阶段,采用综合加权评价方法,从创新环境、创新投入、创新产出、企业创新、创新绩效5个方面构建广东创新能力监测指标体系。监测结果显示,广东科技创新能力在“十三五”期间大幅提升,创新环境不断优化,创新氛围日趋浓厚,创新投入显著提高,创新产出硕果累累,企业创新主体地位不断夯实,但仍存在基础研究经费投入占比较低、企业创新产出成果转化率偏低、创新促进绿色发展动力不足等问题。提出广东下一步实施创新驱动发展,提高创新治理效能的对策建议,包括形成基础研究稳定投入机制、鼓励大型龙头企业开展基础研究,以粤港澳大湾区和深圳先行示范区为契机扎实推进科技创新强省建设,加快创新型科技人才队伍建设,以及持续深化科技体制改革等。

To monitor the achievements and shortcomings of Guangdong’s innovation-oriented province construction scientifically and effectively, this paper adopts a comprehensive weighted evaluation method to construct Guangdong's innovation capability monitoring index system from innovation environment, innovation input, innovation output, enterprise innovation, and innovation performance five aspects, which draws on the research results of innovation monitoring at home and abroad, and based on the new stage of Guangdong's technological innovation.The monitoring results show that Guangdong's technological innovation capabilities have been greatly improved during the "13th Five-Year Plan" period with fruitful innovation output, this is because that the innovation environment has been continuously optimized, the innovation atmosphere has become stronger, and innovation investment has increased significantly. As the status of enterprise innovation as the mainstay has been continuously consolidated, there are still some problems, such as that a foundation Research funding is relatively low, the conversion rate of enterprise innovation output results is low, and innovation is insufficient to promote green development, including forming a stable investment mechanism for basic research, encouraging large-scale leading enterprises to carry out basic research, taking the Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen Pilot Demonstration Zones as an opportunity to solidly promote science and technology innovation provincial construction, which can speed up the construction of innovative scientific and technological talents, and continue to deepen the reform of the scientific and technological system
