Abstract:China's major water resources allocation projects have the situational characteristics of cross regional distribution, many points, wide coverage, large quantity, many stakeholders and high complexity. The traditional governance theories and means are difficult to meet the practical needs. In view of the dilemma of joint efforts of major water resources allocation projects, based on the governance experience of major projects abroad, according to the core idea of network governance, and combined with principal-agent theory, new institutional economics, public management theory and coordination theory, this paper puts forward the overall framework of network governance system of major water resources allocation projects from the subject dimension, process dimension and object dimension On this basis, it discusses the construction of multiple subjects and collaborative governance structure, as well as the design of compound governance mechanisms such as responsibility right matching mechanism, collaborative joint mechanism and incentive and supervision mechanism.
