上海高端服务业高质量发展研究-基于“双循环”新发展格局视角

Research on the High-Quality Development of Shanghai

摘要:

经济双循环战略是中国经济迈向高质量发展的强国方针。“双循环”新发展格局是经济高质量发展的重要支撑力量。服务业是城市的“芯片”和内核,是推动城市发展的引擎。高端服务业的发展体现为城市功能的高端化。上海聚焦增强国内大循环的内生动力,不断提供高水平科技供给,推动高端服务业向高品质和多样化升级。本文基于2000~2019年中国13个富裕经济省市区的经济数据,实证分析结果表明研发创新、金融资源、财政实力都是推动高端服务业高质量发展的重要因素。相关的政策启示是突出上海国家中心城市的资源优势,建立共性技术研发平台,强化中心城市高端服务业的带动作用,建设区域一体化示范区。

Abstract:

The double-circulation strategy is the policy for China to achieve high-quality economic development. The New Development Pattern of "Double Circulation" is an important supporting force for high-quality economic development. The service industry is the "chip" and core of the city and it is the engine that promotes urban development. The development of high-end service industry is reflected in the high-end of urban functions. Shanghai has focused on strengthening the internal driving force of China"s major cycle, continuously providing high-level technological supply, and promoting high-quality and diversified upgrading of high-end service industries. This article is based on the economic data of 13 rich economic provinces and cities in China from 2000 to 2019, the empirical analysis results show that R D innovation, financial resources and financial strength are important factors to promote the high-quality development of high-end service industry.The relevant policy enlightenment is to highlight the resource advantages of Shanghai"s National Central City, establish a common technology research and development platform, strengthen the leading role of the central city"s high-end service industry, and build a regional integration demonstration area.
