“新基建”战略布局的实施，是大数据信息化下数字经济的发展的硬件保障。黄河流域近年来推动数据要素参与到更多价值的创造和分配，得益于数字经济对科技创新产出的作用。基于此，本文对2009-2019年间黄河流域科技创新产出以及数字经济之间的关系进行实证研究。研究表明：数字化经济的发展是促进科技创新产出的重要支撑力，呈现出显著的空间溢出效应。因此，推动经济社会形态下数字化经济的发展进程，有利于提升科技创新绩效，也是黄河流域高质量发展和数据价值挖掘的需要。

The implementation of the "new infrastructure" strategic layout is the hardware guarantee for the development of the digital economy under the big data informatization. In recent years, the Yellow River Basin has promoted data elements to participate in more value creation and distribution, thanks to the role of the digital economy in the output of technological innovation. Based on this, this article conducts an empirical study on the relationship between the output of scientific and technological innovation and the digital economy in the Yellow River Basin from 2009 to 2019. Research shows that the development of the digital economy is an important supporting force to promote the output of scientific and technological innovation, showing a significant spatial spillover effect. Therefore, promoting the development process of the digital economy under the economic and social form is conducive to improving the performance of scientific and technological innovation, and it is also the need for high-quality development and data value mining in the Yellow River Basin.
