基于SWOT分析的东莞技术市场发展战略研究

摘要:

发展技术市场，是东莞抢抓综合性国家科学中心建设战略机遇迫切需求和东莞经济高质量发展的内在需要。东莞亟需推动技术市场发展，为建设创新型城市提供科技支撑。本文运用SWOT理论，分析东莞技术市场发展情况的优势、劣势和面临的机会、威胁，提出促进东莞技术市场发展战略选择：SO战略、WO战略、ST战略和WT战略，针对每一个战略提出相应政策建议，供政府决策参考，从开展技术要素市场化配置改革、建设大科学装置技术交易平台等方面实施SO战略；从开展权属改革试点、设立湾区科技成果转化引导基金等方面实施WO战略；从加快科技成果应用场景建设、构建区域技术交易平台等方面实施ST战略；从加快国家技术转移人才培养基地（广东）建设步伐、健全技术市场制度体系等方面实施WT战略。

Abstract:

Developing technology market is the urgent need for Dongguan to seize the strategic opportunity of building a comprehensive national science center and the internal need for high-quality economic development in Dongguan. Dongguan urgently needs to promote the development of technology market and provide scientific and technological support for building an innovative city. Using SWOT theory, this paper analyzes the advantages, disadvantages, opportunities and threats of the development of Dongguan technology market, SO strategy, WO strategy, ST strategy and WT strategy, and puts forward corresponding policy suggestions for each strategy for government decision-making reference, Implement SO strategy from the aspects of reforming of technical factors market-oriented allocation, constructing large scientific device technology trading platform and etc; Implement the WO strategy from the aspects of reforming the pilot of ownership, establishing the guidance fund for the transformation of scientific and technological achievements in the bay area and etc; Implement ST strategy from the aspects of accelerating the construction of application scenarios of scientific and technological achievements , building regional technology trading platforms and etc; Implement WT strategy from the aspects of accelerating the construction of the national technology transfer talent training base (Guangdong) , perfecting the technology market policy system and etc.
