Abstract:This paper first adopts hybrid decision making trial and evaluation laboratory (DEMATEL)-analytical hierarchy process (AHP) and panel regression method to comprehensively evaluate and compare the development level of "mass entrepreneurship and innovation" (MEI) in Zhejiang province and then uses the panel regression method to conduct an empirical analysis of its influencing factors. It further explains the reason for its characteristics. The results show that: (1) during the sample period, the overall development of MEI in Zhejiang province is constantly improving, and the comprehensive evaluation index of MEI in 11 regiond have all increased. Among them, Hangzhou has the highest MEI index, Ningbo comes second, Zhoushan has the lowest MEI index. The MEI index in the Greater Bay Area of Zhejiang is higher than that of MEI index in Zhejiang province, and also higher than the average level of MEI outside the Greater Bay Area of Zhejiang province. (2) It is confirmed that factors such as credit level, salarySincome, the Internet development, as well as factors such as road infrastructure, are beneficial to the MEI development in Zhejiang province. In comparison, the credit level and Internet development are more conducive to the MEI development in the Greater Bay Area of Zhejiang, while the salarySincome and road infrastructure level are more conducive to MEI development outside of the Greater Bay Area of Zhejiang province.
