Abstract:Abstract: Based on LDA topic modeling and logistic regression and other text quantitative analysis methods, this paper conducts a comprehensive comparative analysis of the blockchain policies of the central and local governments in China from three dimensions, including policy themes, policy tools, and innovative value chains. This study finds that the central government mainly uses two policy tools, namely regulatory control and technology infrastructure, to focus on basic theoretical research and technology research and development, while local governments mainly use policy tools such as pilot demonstrations and capital investment to focus on the application of blockchain industry. In order to better promote the coordinated development of blockchain technology, it is necessary to optimize the structure of policy tools, strengthen talent construction and technical support; improve the internal structure of environmental policy tools, increase the application proportion of demand-based policy tools, and build a policy tool portfolio that highly matches the corresponding links of the innovation value chain.
