人工智能领域的竞争是世界未来领导权的竞争。美国一直处于人工智能发展全球领先地位,近年来美国政府更是动作频发,一方面从国家层面出台人工智能战略,成立专门的国家机构,势要维护全球领导地位；一方面举国家之力对中国出台了一系列措施,同时联合盟友国家,以人工智能伦理与价值观来影响中国人工智能发展。本文以美国自身发展和对外政策为两大视角,主要研究美国政府人工智能战略部署及美对外人工智能发展策略,建议我国在实施开放创新、奋发自强、攻坚克难的发展战略的同时采取相应的应对策略。

The competition in the field of artificial intelligence is the competition for the future leadership of the world. The U.S. has been a global leader in AI development, and in recent years the U.S. government has been making frequent moves to introduce an AI strategy from the national level and set up a special national agency to maintain global leadership; on the other hand, the country has launched a series of precise strikes and containment measures against China, and at the same time has joined forces with allied countries to hinder China"s AI development with AI ethics and values. From the perspective of the development of the United States and its foreign policy, this paper mainly studies the U.S. government"s strategic deployment of AI and itsforeign strategy of AI, and suggests that China should adopt corresponding countermeasureswhile implementing the development strategy of openness, innovation, self-improvement, and overcoming difficulties.
