Abstract:Taking 30 provinces, autonomous regions and municipalities directly under the Central Government in Mainland China as case samples, and based on the configuration thinking, fuzzy set qualitative comparative analysis (fsQCA) is applied to explore the influence mechanism of innovation policy source capacity on regional innovation performance from five dimensions of academic basis, scientific basis, technological basis, industrial basis and government support. The results show that the different combinations of the five variables under the creational and original innovation capacity have different effects on the regional innovation performance, and the industrial base and technological base within the region are the necessary conditions to achieve high innovation performance. There are four paths to produce high regional innovation performance. According to the degree of government participation, the four paths can be divided into two categories: nongovernmental leading cooperative innovation and government-leading key technology innovation. This paper also finds that two configurations of innovation conditions can create non-high innovation performance, and both of them take weak industrial base and weak technology base as the core conditions. Local governments can choose different paths to improve regional innovation performance according to their own development characteristics. In this study, for the first time, creational and original innovation capacity is linked with regional innovation performance, and the internal influence mechanism is analyzed. The analysis results are consistent with the development situation of various regions in China. The four paths to produce high regional innovation performance are of certain reference significance to the development of innovation activities in different regions.
