    摘要:

    随着全球新一轮科技革命和产业变革快速兴起,信息化和软件服务业迎来快速发展,对经济社会发展的支撑和引领作用不断增强。本文旨在以标准化引领科技创新和产业转型,通过总结提炼国内外信息化和软件服务业标准化发展现状与趋势,设计构建我国的信息化和软件服务业标准应用推广体系框架,总结提炼信息化和软件服务业标准应用推广的五大典型模式,即政府引导模式、标委会组织模式、行业协会推动模式、示范区带动模式和龙头企业主导模式,进一步明确大数据、云计算、软件、工业互联网及数字化转型等未来信息化和软件服务业标准应用推广的重点方向,并研提标准应用推广对策建议,为落实国家标准化发展战略、强化标准对信息和软件服务业的引领作用提供参考。

    Abstract:

    With the rapid emergence of a new round of scientific and technological revolution and industrial transformation around the world, the informatization and software service industries are ushering in rapid development, whose supporting and leading role in economic and social development continues to increase. With the aim to lead scientific and technological innovation and industrial transformation with standardization, this article summarizes the status and trends of the development of informatization and software service industry standardization in China and abroad, designs the framework of informatization and software service industry standards application and promotion system in China, refines the five typical models of informatization and software service standards application and promotion, such as the government guidance model, the standard committee organization model, the industry association promotion model, the demonstration zone driving model, and the leading enterprise leading model, clarifies the key directions for the standards application and promotion of informatization and software service in future, including big data, cloud computing, software, industrial Internet and digital transformation, then researches and proposes countermeasures and suggestions for the relevant standards application and promotion, which can provide reference for implementing the national standardization development strategy and strengthening the standard's leading role in informatization and software service.
