广州科技创新能力分析及发展政策建议

Analysis and Suggestions on Science and Technology Innovation Capability of Guangzhou

摘要:

针对目前区域创新评价缺乏与区域发展规划及目标定位相结合的不足，在国内外创新评价方法基础上探索结合目标值法和标杆分析方法，从创新资源、企业创新、创新绩效、创新环境维度构建包括20个基础指标的城市创新指数评价指标体系，运用综合指数评价方法对广州市科技创新能力进行监测和评价。测算结果显示，广州市科技创新水平总体提升，创新资源集聚效应更加凸显，企业创新活力日益增强，科技创新绩效显著改善，创新创业环境持续优化；但进一步分析可见，在财政科技投入、企业创新能力、现代服务业支撑作用和孵化育成体系建设等方面仍有待加强。最后，提出提高研发经费投入强度和企业技术创新能力、引导现代服务业创新发展以及加快科技企业孵化培育等促进广州市科技创新发展的政策建议。

Abstract:

In view of the lack of regional innovation evaluation ，integration of regional development planning and target positioning, we explore the combination of target value method and benchmarking analysis method on the basis of domestic and foreign innovation evaluation methods, and construct from the dimensions of innovation resources, enterprise innovation, innovation performance, and innovation environment. The urban innovation index evaluation index system including 20 basic indicators uses the comprehensive index evaluation method to monitor and evaluate Guangzhou's scientific and technological innovation capabilities. The calculation results show that the overall level of scientific and technological innovation in Guangzhou has been improved, the effect of agglomeration of innovation resources has become more prominent, the innovation vitality of enterprises has been increasingly enhanced, the performance of scientific and technological innovation has been significantly improved, and the environment for innovation and entrepreneurship has been continuously optimized; however, further analysis can be seen, the supporting role of the modern service industry and the construction of the incubation system still need to be strengthened. Finally, the paper puts forward some policy suggestions to promote the scientific and technological innovation and development of Guangzhou, such as improving the investment intensity of research and development funds and the technological innovation ability of enterprises, guiding the innovative development of modern service industry, and accelerating the incubation and cultivation of technological enterprises.
