    摘要:

    构建以新能源为主体的新型电力系统是实现“双碳”目标的重要途径,研究并制定电力转型发展路径是落实该目标的关键举措和必然要求。电力行业相关主体制定电力转型发展路径面临领域广、内容多、可比性弱、协同难度大等短板问题,无法通过统一考核进行成效评定。为提高电力转型效率,文章以电力行业内外部主体的行动方案为依据,利用提出的基于专家评判法的关键词聚类分析方法,进行了供给侧-电网侧-消费侧-体制机制全环节的多维度拆解分析,实现了电力转型的核心要素提取。基于此,本文给出了被动赋能体系向主动使能体系过渡的电力转型发展路径分析,构建了“双碳”目标下电力低碳转型标准化模型,并且根据分析给出建议启示。

    Abstract:

    Building a new type power system with clean energy as the main body is an important method to achieve the goal of . Studying the development and transformation path of electric sector is the key measure and inevitable requirement to make it come true. The proposal of electric transformation and development path is faced with difficulties, such as correlative field diversity, content complex, weak comparability and coordination difficulty, which cannot be evaluated through unified assessment system. In order to accelerate the process, this paper uses the published action proposals of the internal and external entities of electric sector as the raw basis, and then Keywordcluster analysis is implemented with proposed cluster method by using expert judgment. Meanwhile, a multi-dimensional dismantling analysis of the entire link of supply-gird-consumption and institutional mechanism is carried out. Thereby, the extraction of core elements for electric transformation is obtained. Moreover, this paper gives out the electric transformation path analysis which abides by the rule of from passive empowerment to active enablement and the standard model of electric transformation for “double-carbon” goal is constructed. Finally, suggestions and enlightenments are presented.
