Abstract:In order to explore the spatial and temporal variation characteristics and rules of the opening efficiency of regional scientific and technological talents since the national scientific and technological talent team construction plan was launched, SBM model, DEA-Malmquist model and Moran’ I model considering the undesired output were adopted. This paper measures and analyzes the spatial-temporal variation and spatial correlation characteristics of the opening efficiency of regional scientific and technological talents in China from the perspective of static and dynamic, and uses the spatial econometric model to verify the spatial spillover effect. The results show that, from the static point of view, the efficiency value of more and more regions reaches the effective level after 2016. From the dynamic point of view, Malmquist's overall productivity increased by 1.1%, and the efficiency values after 2015 were significantly improved compared with last year. On the whole, it shows the characteristics of weak spatial agglomeration and correlation. At the direct effect level, economic development level, institutional environment and financial support have significant positive correlation characteristics on the development efficiency of scientific and technological talents. Based on this, policy suggestions are put forward to improve the opening level of regional scientific and technological talents.
