Abstract:The concept of cooperative innovation toughness is put forward. It is considered that the resilience of innovation is an important capability of regional cooperation innovation network against COVID-19. Based on the relevant theories of evolutionary economic geography, this article discusses the direct effects of innovation diversification on innovation resilience and its indirect effects on innovation resilience through economic structure. The paper finds that: (1) During the COVID-19 pandemic, due to factors such as soft constraints on R&D budgets, market uncertainty, and blocked offline interactions, the impact was structurally biased and had a greater impact on basic research and applied research. Provinces and cities with more diversified innovation inputs have weaker innovation resilience ,as resistance to shocks. (2) The diversification of innovation input affects innovation resilience by regulating the upgrading of industrial structure and enterprise structure. The regional impact of COVID-19 on different industrial and corporate structures is heterogeneous. The industrial structure has a complete mediation effect, and the enterprise structure has a partial mediation effect.
